Velocity Chapters 18-20

     When Billy opened the third note, there were instructions for him to stay home.  The killer promised that an associate of his would be there that afternoon.  If Billy left his house, the killer would kill someone.  If he stayed home, no one would die yet.  A stranger named Ralph Cottle showed up that afternoon.  He had been paid $140 to come talk to Billy.
